INVITING QUOTATIONS FOR ONLINE ADMISSION & CBCS based STUDENT INFORMATION SYSTEM SOFTWARE.

 Sealed tenders are invited from reputed firms /venders/ companies/authorized agencies having GST Registration, PAN number and other criteria for supply and installation of “Online Admission & Student Information System Software”.

INTERESTED FIRMS WITH REPUTE ARE INVITED TO SUBMIT DOCUMENTS AND PRESENT DEMONSTRATION FOR THE PURPOSE OF PROVIDING SOFTWARAE APPLICATION FOR TOTAL ADMISSION PROCEDURE  (BOTH UNDERGRADUATE AND POSTGRADUATE) [Period May to September] FOR THE SESSION 2018-19 AS PER SPECIFICTON BELOW :

 

Registration

*Candidates must be registered with Name, Mobile No. (with second mobile [optional], DOB,(drop Box) , Council/Board (drop Box) and Mother Name
*Application no. /OTP system / password/ re-send password etc facilities

Online Form Fill Up

* The Online form must contain all the relevant information like Name, Father’s Name, etc under the Personal profile, Communication details,  Academics Details, and others like caste /religious/sports /income/Aadhar/PAN/etc details as required 
*The marks for Theory & Practical Should be taken as separate inputs
*A student may opt for multiple core courses/elective subjects under the same section and different section 
*The application fees will depend upon the number of courses, he/ she had opted for
*The eligibility in any course will depend upon the College criteria but subject to the WBSU Admission Criteria. Criteria may vary from general category to reserved category.
*Any course, where the candidate is Not eligible, should not be allowed under any circumstances 
*Once the student pays the fees, it should be reflected within 36 hours in his/ her dashboard and 
*In case of Online Payment, it should be reflected instantly
* Applicant may take print out of forms and receipts/ challans for any number of times using secured access
*A Paid List of the eligible candidates has to be generated after the stipulated dates and SMS has to be sent to all the non-payee students (at least two times)

Online Merit List

*The Merit list has to be prepared depending upon the calculated merit points provided by the college
*Any Reserved Category candidate must appear in Unreserved category also
*The College will provide the number of seats in each category for each subject
*Subsequent Merit Lists will be published, as per requirement of the college but it must strictly follow the merit rules 
*Seat matrix shall be available and real time seats position of subjects will be shown.
*Combined list and category wise list will be published which includes details related to merit points.
* Different type of Reports shall be available to maintain transparency and information /data should be helping the applicants to understand about the system.
* Merit list for SC/ST/OBC will be published based on Govt rules like a gap of minimum 25% of mark is essential between General category and SC/ST and 10% in case of OBC.
Reservation of PWD (PH) candidate is 3% across the categories i.e, SC, ST OBC A, OBC B, AND GENERAL

Online Admission

* Students’ ID will be provided at the time of Payment of admission fees
*Once the student finds the Selected/ Download Admission Challan button besides his/ her name, He/ she can download the challan and pay fees through challan to bank or online gateway. 
*In case of subsequent admissions, the student should be provided with a Cancellation option, only then he/ she can opt for the new subject
*The number of admissions remain unrestricted irrespective of merit lists
*The College should be able to get a report through email/ secured admin panel of Admission/ Transfer/ Cancellation etc.
* Real time update will be shown in the admitted candidate list as a whole and Subject wise/course wise

Mandatory Requirements

*The entire database of all applicants in CSV& SQL format
*A separate database for Admitted candidates only
*The Online Payment Gateway service has to be included in the Admission Software
* SMS are to be sent  in every stage
* Change of Subjects after the admission closed if required
*More drop box system in the application format is required  to avoid mistake
* Delegated Help line phone is required and query shall be raised through Email as well as ‘Contact us’ Box also.
* Data shall be migrated to the college server according to requirement 
* Students can’t be allowed to edit for any given data after payment of application fees. But right to apply again after cancellation of registration no.(Application No.)
* Integration between application no. and student ID no. and challan no is required as a future ref.
* IP, Date and time must be inserted or available in the print paper of any documents from admission websites

Upload documents

Marks Sheet, Certificates, Photo, Address Proof (scan from original) with sufficient space

Additional Requirements

WBSU Registration Forms generation for the admitted students
ID Cards/ Library Cards/collection sheet/ Ac card etc for the Students
Delegated server must be assigned and for one year

Verification

*Verification of Marks Sheet and other caste certificate is essential of the eligible candidates  for admission

Search Option

Individual Position with details against application/registration no.,  subject-wise , lowest marks, category-wise etc.

Online payment

Name of payee with caste category and gender; application no., course/subjects, amount, payment mode etc.

Restriction

One applicant  can’t be registered more than one time

Last year

*No. of applicant – 6,000 (approx) and No. of admitted students-1400 (approx), 23 courses/subjects, 1 payment gateways, Bank Name-HDFC,
*Applicants were allowed to pay through Internet Banking as well as Dr./Cr. Card.

Last date

17th April, 2018 for demonstration and submission of papers/documents

        *The bidder should be a state/national level I.T. Organization with experience in the field of ERP software conceptualization, design, development, deployment, customization and maintenance in College/Universities/educational institution at the UG/PG level for at least last two years as on 31st March, 2018. Company Registration document should be submitted.

** The bidder must have successfully implemented similar software projects in Colleges/Universities /Institutions and the details of such job shall be furnished with copy of work order and certificate from the clients indicating successful implementation of the package.

GENERAL TERMS & CONDITION

  1. Bid Price:

(a) The contract shall be for the full quantity as described above. Corrections, if any, shall be made by crossing out, initialing, dating and rewriting.

(b) All duties, taxes and other levies payable by the suppliers under the contract shall be included in the total price.

(c) The rates quoted by the bidder shall be fixed for the duration of the contract and shall not be subject to adjustment on any account.

(d) Each bidder shall submit only one quotation.

  1. Validity of Quotation:

Quotation shall remain valid for a period not less than 120 days after the deadline date specified for submission.

  1. Evaluation of Quotations:

(a) The purchaser will evaluate and compare the quotations determined to be substantially responsive, i.e., which

(i) are properly signed; and

(ii) conform to the terms and conditions, and specifications.

(b) The Quotations would be evaluated separately for each item.

Requirement of Features:

Fully web-based software which should be accessible from anywhere. The proposed system should be capable of hosting on any cloud environment as decided by the authority.

The system should also ensure that in case Internet connectivity is affected, major functions of the college should not get disrupted and can be accessed through LAN.
